Windows 11 22H2 Domain Unauthenticated if NCSI group policy settings set

Been fighting with an issue for a couple of weeks which I left as a side project with our Windows 11 22H2 devices. Finally got around to looking at it, the issue was that when connected to our domain network either over WiFi (802.1x), ethernet or Pulse Secure the devices were getting the 2 unauthenticated” message when hovering over the network indicator.

I built a new device, joined the domain and then applied the GPOs one at a time, starting with the Default Domain Policy. Everything was fine until I got to a GPO with the Network Connectivity Status Indicator where the following settings were set:

Specify corporate DNS probe host address

Specify corporate DNS probe host name

Specify corporate Website probe URL

If any of these settings are set, then the domain network will always show as being unauthenticated. None of our existing Windows 10 devices are getting this with the same policies applied. Either we haven’t configured it correctly or something broke with Windows 11 22H2.
